The implementation of the royal project relating to the generalization of social protection has taken important steps, indicated, Friday in Casablanca, the Minister of Economy and Finance, Nadia Fettah Alaoui.
In her opening speech at a meeting of the Board of Directors of the National Social Security Fund (CNSS) for its June 2022 session, Ms. Fettah Alaoui welcomed the progress made in this strategic project, thanks to the involvement of all in the drafting of laws and decrees relating to the categories of professionals and self-employed workers and to the efforts made by the general management of the CNSS, its executives and its employees for the application of these texts on time.
According to the Minister, these are 22 decrees concerning more than 3 million people in the categories of professionals, self-employed workers and non-salaried workers who exercise a liberal activity.
Mrs. Fettah Alaoui also recalled that the government has undertaken, within the framework of social dialogue, to reduce the conditions for benefiting from the old-age pension from 3,240 days of affiliation to 1,320 days and to allow insured persons, who have arrived at the legal retirement age and with less than 1,320 days of affiliation, to recover the part of the employee and employer contributions.
And to add that the government is also determined to implement the decree relating to the revaluation of the level of retirement pensions in the coming days.
Ms. Fettah Alaoui also stressed the need to strengthen the legal arsenal, the legislative system and the governance framework relating to the CNSS.
The Minister noted that this second session of the CNSS Board of Directors in 2022 is an opportunity to review the Fund’s balance sheet for the previous year, reporting “positive” achievements in 2021 thanks to the efforts undertaken by the general management of the CNSS and the decisions taken by the Board of Directors.
In this sense, Ms. Fettah Alaoui recalled the achievements of the general scheme over the past year, with an increase in the number of declared employees to 3.49 million (5.4%) and the number of affiliates to nearly 294,000. reporting companies (8.7%).
It also reported a 13% increase in declared payroll (170 billion dirhams) and an increase in the collection rate to 92% in 2021 against 80% in 2020.
With regard to the AMO (Compulsory Health Insurance) scheme, Mrs. Fettah Alaoui was pleased that the number of beneficiaries of AMO services increased by 15% in 2021, noting that the number of insured persons with the open right reached 2.9 million monthly average.
The number of files filed increased by 20% to reach 5,336,632 files, which brought reimbursements to a total of 5.762 billion dirhams, while the loss rate remained stable at 25. %.
The agenda of this session of the Board of Directors of the CNSS mainly includes the presentation of the activity report and the accounts of the Fund for the year 2021, the revaluation of the level of retirement pensions and the reduction the minimum number of days to qualify for a pension.
