Local authorities: Ordinary revenue amounts to more than 28 billion DH

Up nearly 3% at the end of August 2022

Regarding resources managed by the State on behalf of local authorities, they amounted to 6.18 billion dirhams against 6.47 billion dirhams a year earlier, a decrease of 4.5%.

The ordinary revenue of local authorities increased by 2.9% at the end of August 2022 compared to the same period in 2021, thus amounting to 28.6 billion dirhams. “This is explained by the 5.3% increase in transferred revenue and 4.6% in revenue managed by local authorities, combined with the 4.5% drop in revenue managed by the State”, according to the General Treasury of the Kingdom.

Tax revenue increased by 2.7%

Tax receipts show an increase of 2.7% reaching as such 23.3 billion dirhams compared to the same date a year earlier. This change is explained by the 14.6% reduction in taxes and the 18.6% increase in indirect taxes. It turns out that tax revenue represented a share of 81.5% of the overall revenue of local authorities at the end of August 2022. Component of tax revenue, the transferred resources are at 16.9 billion dirhams at the end of August 2022 against 16 MMDH a year earlier, recording an increase of 5.3%. “This results from the increase in the share of local authorities in the proceeds of VAT (+1.848 MDH), support funds (+280 MDH) and the share in the proceeds of the tax on insurance contracts (+188 MDH), combined with the decrease in the share of the regions in the product of IS and IR (-1,089 MDH) and subsidies (-376 MDH)”, notes the same source, specifying moreover that 42.2% of local authority revenue is made up of their share of VAT revenue. Regarding resources managed by the State on behalf of local authorities, they amounted to 6.18 billion dirhams against 6.47 billion dirhams a year earlier, a decrease of 4.5%, resulting from the decline in the service tax communal (-212 MDH), business tax (-51 MDH) and housing tax (-26 MDH).

Still in the category of tax revenue, it should be noted that the resources managed by local authorities amounted to 5.54 billion dirhams at the end of August 2022 against 5.30 billion dirhams recorded at the end of August 2021, marking an increase of 4.6%. These are largely made up of revenue from the tax on undeveloped urban land (1.25 billion dirhams), the fee for temporary occupation of the communal public domain (660 million dirhams), state revenue (614 million dirhams) and tax on construction operations (438 MDH). As for non-tax revenues, they amount to 5.3 billion dirhams, up 3.7% compared to their level at the end of August 2021. This development is mainly due to the increase in support funds (+280 million dirhams). ), state revenue (+152 MDH) and the fee for temporary occupation of the municipal public domain (+80 MDH), combined with the reduction in subsidies (-376 MDH). In the same way, the support funds are largely composed of payments made by certain ministerial departments (520 MDH against 282 MDH).

According to the same source, the increase in state revenue is mainly due to the increase in proceeds from the forest estate within the municipal territory (174 million dirhams against 112 million dirhams) and the rental income from premises for commercial or professional use (142 million dirhams against 114 million dirhams). MDH) also specifying that the drop in subsidies is mainly due to the reduction in subsidies granted by the State (1,965 MDH against 2,341 MDH). It also shows that the revenues of the municipalities reached 21.7 billion dirhams, constituting 75.7% of the overall revenues of local authorities at the end of August 2022.

Six regions concentrate 74% of resources

Over three-quarters (74%) of revenue comes from six main regions. Thus, the revenue of the Casablanca-Settat region (6.34 billion dirhams) represents 22.2% of the overall revenue of local authorities, followed by the region of Rabat-Salé-Kénitra with 13.6% of revenue, Marrakech Safi (11%), Fez-Meknes (10%), Tangier-Tetouan Al Hoceima (9.9%) and Souss-Massa (7.4%). On the other hand, the receipts of the region of Dakhla-Oued Eddahab represent 1.8%.

Expenditure by local authorities virtually stagnant

The overall expenditure of local authorities, namely ordinary expenditure, investment expenditure and repayment of the principal of the debt, was 24.5 billion dirhams at the end of August 2022, a very slight increase (0.7%) compared to the same period in 2021. They consist of 65.5% of ordinary expenses. In detail, the ordinary expenses of local authorities amounted to 16.03 billion dirhams, accounting for an increase of 8.6% due to the 1.5% increase in personnel expenses and 21% in expenses for other goods and services. , combined with the 10.8% drop in debt interest charges. In addition, investment expenditure fell from 8.06 billion dirhams at the end of August 2021 to 6.71 billion dirhams at the end of August 2022, down 16.7%. With more than 16.24 MDH, the share of municipalities in the total ordinary and investment expenditure of local authorities reached 71.4% at the end of August 2022. By region, the distribution of local authority expenditure reveals that six regions concentrate 71.9% of these expenses. Representing 20.1% of the overall expenditure of local authorities, Casablanca-Settat comes in first place, followed by Rabat-Salé Kénitra (13.7%), Tangier-Tétouan-Al Hoceima (10.3%), Marrakech-Safi ( 10.2%), Fez-Meknes (9.3%) and Souss-Massa (8.2%). Spending in the Guelmim-Oued Noun region is at the bottom of the rankings with 1.7% of overall spending.

Overall surpluses of 48 billion dirhams

Local finance statistics reveal overall surpluses generated by the budgets of local authorities of 48.8 billion dirhams. They count the surpluses of previous years and that of the year 2022 (7.4 billion dirhams). “These surpluses are intended to cover the expenses programmed and committed or programmed, for previous years and not paid as well as the expenses incurred in 2022 and not paid. The municipalities account for 55.7% of the overall surpluses of local authorities”, concludes the same source.
